What does a signed Dwight Eisenhower item cost?

On paper, not much for a president. Four certified letters, cuts and cards recorded here sold for between $183 and $684. His two certified single-signed baseballs sold for $6,600 and $11,400, roughly ten to sixty times as much. That is the same shape as the market for Harry Truman, the president before him, whose baseballs also sell far above his letters.

Is a letter from his presidency worth more than a later one?

On this page, yes. A typed letter signed in October 1956, while he was in the White House and a month before he won a second term, made $684. A letter from December 1961, eleven months after he left office, made $183. Two letters are not proof of a rule, but it matches what collectors generally expect: a letter written as president carries the office with it. A cut signature, with no date or letterhead at all, made $317, between the two.

When were his baseballs signed?

Both are official American League balls carrying the name of Joe Cronin, who became league president in 1959. Eisenhower was in the White House until January 1961 and lived until 1969, so a Cronin ball could date from his last two years in office or from his retirement. The lot descriptions do not say which. The dearer ball, at $11,400, was certified by PSA/DNA; the other, at $6,600, came with Beckett certification and a second letter of authenticity. Truman's dearest ball is a Cronin ball too.
